Luke Savoie joined Twenty-Six Defense in 2023 as President and CEO. Prior to joining Twenty-Six Defense, Savoie served as President of the Intelligence, Surveillance and Reconnaissance sector of L3Harris Technologies, an aerospace mission and modernization prime integrator to U.S. and international militaries for ISR, strike and national strategic commercial and control platforms.

Previously, Savoie served as president of L3Harris’ Aviation Services sector and the Surveillance and Strike Systems sector. He joined the company in 2015 as Vice President and General Manager of ForceX following its acquisition of ForceX, Inc.

Savoie was an instructor pilot in the U.S. Air Force. He has over eight years of Air Force Special Operations Command experience as an AC-130U gunship aircraft commander and as an instructor pilot for U-28As. He was the Chief of Research and Development for the 319th Special Operations Squadron and created the first ever operational R&D program at the tactical unit level. He served in many combat deployments in the Global War on Terror and holds 14 Air Medals and the Bronze Star. He separated from the Air Force at the rank of major.

Savoie graduated from the United States Air Force Academy with a Bachelor of Science in general sciences, emphasis on computer science, and a minor in philosophy. He earned an Executive Master of Business Administration from John Hopkins University.

Spencer Fogler joined Twenty-Six Defense in 2025 as Chief Financial Officer. In this role, he is responsible for the company’s financial and IT strategies, processes, and operations. Prior to joining Twenty-Six Defense, Fogler led finance teams in corporate financial planning and analysis in the business units at Shield AI.

Previously, he held several leadership roles in finance during a 14-year tenure at L3Harris Corporation and was the CFO for the Intelligence, Surveillance and Reconnaissance Sector, a $3.4 billion business primarily focused on manned ISR aircraft. Fogler holds a bachelor’s degree in finance from the University of Miami.

Stacy Spencer joined Twenty-Six Defense in 2024 as Chief Growth Officer. In this role, she is responsible for driving customer focus and sustainable growth by developing and executing strategies to expand the company’s presence in the markets it serves.

Prior to joining Twenty-Six Defense, Spencer was the Vice President of Growth for the Mission Systems Division of Mercury Systems. She held a number of Vice President positions during her 13-year tenure at Mercury. She was Vice President and Chief of Staff in the Corporate Growth Organization, responsible for strategy and operations. Stacy also served as Vice President of Strategic Accounts and Vice President of Operations.

Before entering the aerospace and defense industry, Spencer held director roles at multiple high technology start-ups, spanning from embedded offshore engineering and globalization strategy to mobile applications. She also spent 12 years in telecommunications where she held sales leadership and strategic account management roles.

Spencer graduated cum laude from Bentley University, where she earned a Bachelor of Arts Degree in Business Communications with a minor in Marketing.

Matthew Steenman joined Twenty-Six Defense in 2024 as Chief Technology Officer. In this role, he is responsible for guidance, vision, and strategic impact of the company’s Engineering and Technology organization.

Prior to joining Twenty-Six Defense, Steenman was the Vice President and General Manager of L3Harris Special Missions Group. Previously, he held engineering roles at multiple levels, culminating in his serving as the Vice President of Engineering for the Intelligence, Surveillance and Reconnaissance Sector of L3Harris.

Steenman served more than 14 years as an active-duty U.S. Air Force officer in combat operations and rapid aircraft system integration, modification, test and fielding. In 2025, he retired from the U.S. Air Force Reserve.

He earned a Master of Business Administration degree from Penn State University and a Master of Science in Aeronautical Engineering from the Air Force Institute of Technology. Additionally, Steenman holds a Master of Science in Flight Test Engineering from the Air Force Test Pilot School and a Bachelor of Science in Aeronautical Engineering from the U.S. Air Force Academy.

Lisa Northup joined Twenty-Six Defense in 2015 as Director of Human Resources and was named Vice President of Human Resources in 2021. In this role, Northup provides insight into the organizational performance for the company. Her expertise in talent development and management enables her to develop strategies that attract and retain key talent, from recruitment and development to succession planning.

Northup began her career in Human Resources with AmeriCredit, an auto finance company that later became GM Financial. 

In her roles at AmeriCredit and GM Financial, she gained exposure to every area of human resources. Her final position there was Vice President of Human Resources. Northup then spent two years at Associa serving as Senior Vice President of Human Resources. In her previous role within Twenty-Six Defense, she led recruiting and executive and leadership development.

Northup holds a Bachelors Business Administration in Finance from the University of Texas at Arlington and is an International Coaching Federation certified executive coach.

Ben Kohr joined Twenty-Six Defense in 2021 as Deputy General counsel and was named Senior Vice President and General Counsel in 2024. In this role, he is responsible for the company’s legal, contracts, security and compliance functions.

Prior to joining Twenty-Six Defense, Kohr was the General Counsel for Future Vertical Lift Programs at Sikorsky, a Lockheed Martin company. Prior to this role, Kohr held several roles of increasing responsibility at Sikorsky, including General Counsel for Army & Air Force Programs and Associate General Counsel for Sikorsky’s sustainment business, Sikorsky Support Services, Inc. (SSSI).

Prior to joining Sikorsky, Kohr practiced as an attorney in Wiley Rein LLP’s Government Contracts practice in Washington, D.C. Before Wiley Rein, he held roles as legal assistant/clerk for the Honorable Margaret Ryan on the United States Court of Appeals for the Armed Forces (USCAAF) and on the staff of the committee on Armed Services in the U.S. House of Representatives.

Donnelly Bohan is President and CEO of Twenty-Six Defense Maritime. Bohan is a highly accomplished executive with a remarkable track record of over two decades in leadership roles across maritime solutions, aerospace & defense, and government services. Her expertise spans business growth management, strategic planning, operations oversight, and mergers and acquisitions. Bohan’s career has been characterized by her ability to drive organizational success through innovation, collaboration and strategic vision.

At Nauticus Robotics, Bohan served as the Chief Operating Officer, focusing on providing integrated software and hardware solutions in the maritime domain. She played a pivotal role in the company's de-SPAC process and subsequent listing on the NASDAQ, leveraging her strategic insight and leadership skills to ensure the company's success.

Previously, Bohan served for 20 years at SAIC/Leidos and held the Vice President and Division Manager role of the Maritime Systems Division for four years. She focused on autonomous surface and subsurface solutions, advanced system architecture, sensor design and production. Bohan's strategic vision and executive sponsorship were instrumental in the successful acquisition of Gibbs & Cox, further enhancing the division's capabilities and market position. Under her guidance, the division maintained strong relationships with key clients such as the U.S. Navy, Defense Advanced Research Projects Agency, Office of Naval Research, Office of Naval Intelligence, National Oceanic and Atmospheric Administration and commercial entities, delivering mission-critical solutions that contributed to national security and maritime operations worldwide.

Bohan holds a Master of Business Administration degree from the R.H. Smith School of Business at the University of Maryland, College Park, and a Bachelor of Science degree in Community Health, specializing in Health Planning and Administration, from the University of Illinois at Urbana-Champaign. She also holds a Program Management Professional certification from the Program Management Institute.

Scott Tumpak joined Twenty-Six Defense in 2024 as Senior Vice President and General Manager, Electronic Systems. He is responsible for the company’s Aftermarket, Helmet Systems, Aircraft Systems and Mission Systems business areas.

Prior to joining Twenty-Six Defense, Tumpak served as a Divisional Leader at Airbus Group, Inc., and most recently was its Vice President of Military Helicopters in North America and, previously, Vice-President of Military Programs.

Additionally, Tumpak held various program manager and program integration roles, including Senior Director of the UH-72A Lakota Program, Senior Manager of H14M Program and Deputy Program Manager of the Armed Aerial Scout Program.

He holds a Master of Arts in Strategic Studies and International Economics from Johns Hopkins University and a Bachelor of Arts in Politics from Occidental College.

Erik Fox joined Twenty-Six Defense in 2019 as Vice President and General Manager of the Night Vision business unit. Fox is responsible for expanding the company’s position as a supplier of critical defense systems and core technologies for the United States and allied militaries, security forces, federal homeland security and law enforcement markets.

Prior to joining Twenty-Six Defense, Fox had been with Harris Corporation for 15 years and served as Night Vision Vice President and General Manager since 2014. In this role, he was responsible for the profit and loss of the business, as well as customer relationship management, business development and execution of the strategic plan.

During his time as Vice President and General Manager, Fox played a critical role in leading the organization from a declining state to the profitable business it is today, including two significant production ramps to support 34% revenue growth since 2015.

Also at Harris, Fox served as the Vice President of Strategy and Marketing and held the position of Program Director, where he managed various strategic programs, including the ENVG II development program for the U.S. Army.

Before joining Harris (formerly ITT/Exelis), Fox worked in ITT’s Fluid Technology group as a Marketing and Product Manager. Prior to this, he served for six years in the U.S. Navy submarine force.

Brad Barnard joined Twenty-Six Defense in May 2026 and leads the Integrated Solutions and Elbit America divisions. Prior to assuming this role, Barnard served as Vice President and General Manager of the Land Systems Division at SAAB Inc., where he led a diverse portfolio of close combat, precision fires, training and simulation and sustainment programs. 

Barnard also spent 15 years in leadership roles spanning program management, strategy and international business development at Raytheon Missiles and Defense. Most recently, he led a division of weapon systems programs, including TOW, Javelin, Stinger, Excalibur, Precision Strike Missile and the XM-30 infantry combat vehicle. Barnard also brings experience from General Dynamics Land Systems, where he supported global armored vehicle programs. He began his career in operations research and systems analysis.

Barnard earned a master’s degree in national security studies from Georgetown University's School of Foreign Service and a bachelor’s degree in international relations from Michigan State University.  

Kim Durfee joined Twenty-Six Defense in January 2025 as Senior Vice President of Operations. In this role, she is responsible for overseeing all operational aspects within the manufacturing, supply chain, material management and quality areas of the organization.

A veteran of the aerospace and defense industry, Durfee was the executive/senior director of operations at L3Harris Corp prior to joining Twenty-Six Defense. In this role, she was the Operations Lead for the Airborne Combat Systems Sector, including manufacturing, supply chain, quality and environmental health and safety. She oversaw sites at 12 locations with more than 1,400 employees worldwide. Durfee has held other leadership positions including, Operations Manufacturing Director at L3Harris, Senior Industrial Engineer at Piper Aircraft and Senior Industrial Engineer/Production Manager at Collins Aerospace.

Durfee earned a Master of Science degree and Bachelor of Science degree in Industrial Engineering from the University of Central Florida, and holds a Six Sigma Black Belt from the American Society of Quality.
